6/23/09 1 A question irreverent to the RFP, but makes a difference to which reps work the RFP…Does the University use SAP as an ERP system? Per page 22 of the RFP, "Data will be uploaded via file feeds from ERP systems (defined as Banner, Jenzabar, and Datatel), and the Vendor will need to identify the relevant data elements, fields, etc. involved for each particular ERP system and supply the necessary SQL scripts or other query programming to extract the required data."
       
6/23/09 2 Thank you for your consideration of [our firm] for this first-of-its-kind Internet Information Portal project you are leading. I would like to ask if you are looking for an eservice, emarketing or ecommerce initiative. I wanted to make sure you are just looking for a portal offering. If you are, after reviewing your requirements, [our firm] is probably not a good fit for this project. Please advice if this project is more of a Portal initiative. The Portal is a tool to facilitate awareness about where experts and resources are located and how they can be approached and utilized, an Internet Information Portal (IIP) is to be developed and implemented under the terms of the contract awarded in response to this Request for Proposals (RFP). Eservices, emarkering and ecommerce are not specific mandatory requirements as part of the RFP.

All the required software applications do not need to be available at the time of submitting proposal. As part of their RFP response, a proposer may include the design, development, and implementation of custom software solutions.

7/2/09 9 On Page 24 towards the bottom, it states that the IIP will need to collect info from multiple sources.  Please let me know where the data is stored for all the items listed on bottom of page 24 and page 25. Elements are not located in a single data source at a single location. Appendix B states, "The Vendor will provide advanced capabilities with filters for multiple categories and sub-categories to enable advanced searching." Included within those advanced capabilities the Vendor must be prepared to work successfully with SUNY and cIcu to tailor search algorithms that take into account keyword, phrase, metatag, simple and complex natural language, and other relevant criteria. The IIP must include a database solution with standard interfaces (open format, XML, etc.) to accept data from multiple data sources and locations.
       
7/2/09 10 Appendix B Paragraph 1: The Vendor must provide an integrated and unified information delivery interface. This shall also include a common way to compare data elements. Proposals must include sample screen shots of the interface used by users. "Compare data elements"?  What is meant by that?  The sample screen shots will be sample Portal and WCM pages, since the key term here is "delivery interface" and not "authoring interface".

The data elements referred to include, for example: faculty/researcher experts by area of expertise, grants, patents, institution, region, or industry cluster. "Compare" is meant to present a readily understandable graphic display that allows the user to review and contrast the data elements which comprise the profiles of several "resources," such as researchers, institutions, programs, or archives.

       
7/2/09 11 Appendix B Paragraph 6: The Proposer must provide crawlers to search on line databases, websites, and sub-pages. The IIP must index these crawled sites so they may be searched. Are these just INTERNAL (to NYS) websites? Websites that need to be crawled/indexed are not limited to "internal (NYS) website". The IIP will search databases and defined websites.

Appendix B Paragraph 8: The IIP must include a system/approach to collect information from multiple sources, including state agencies (e.g., NY Higher Education Services Corporation, NY State Department of Labor, NY State Education Department), foundations (e.g., New York State Foundation for Science, Technology and Innovation), and other entities, including but not limited to the Dormitory Authority of the State of New York, State of New York Empire State Development, and the Business Council. The data will come from individual resources, campus-level data systems, multi-campus data systems. The process must be Internet-accessible and platform-independent.

Is this related to the section in Appendix C below, paragraph 23?  Or is this a separate requirement?

This is related to the section referenced in Appendix C. Per that section within the RFP, "The IIP will collect information from multiple state agency sources. Below is a sample listing of the data elements that may come from those sources. This list is not exhaustive."
       
7/2/09 13 Regarding Appendix B in general, do all of these elements of data already exist in a clean, data warehouse?   We read most of Appendix as being Data Warehouse oriented.  Granted we can present it all through the Portal, but the Portal itself would not provide the databases, search algorithms (paragraph 5), etc. mentioned here. Elements are not located in a single data source at a single location. Appendix B states, “The Vendor will provide advanced capabilities with filters for multiple categories and sub-categories to enable advanced searching.” Included within those advanced capabilities the Vendor must be prepared to work successfully with SUNY and cIcu to tailor search algorithms that take into account keyword, phrase, metatag, simple and complex natural language, and other relevant criteria. 7/2/09 15 Appendix C Paragraph 11: A database of opportunities to which Users of the IIP may upload information. This would include the opportunity type and a description of the opportunity. These opportunities will be posted to the IIP and available as RSS feeds to interested parties. The IIP should match the opportunities to registered Users and at the Users option send e-mail notifications. What type of matching criteria should be used?  Is there already an existing process in place?  Matching based on an explicit match in the Opportunity Type field? A process for matching does not currently exist and such a process would be created by the Vendor based upon input from SUNY, CICU, and the 14 early adopter campuses. Generally, it is SUNY and cIcu's expectation that opportunities would be matched according to opportunity types that could include multiple elements.
       
7/2/09 16 Appendix C Paragraph 12: Integration with existing Internet-based career development services of the client institutions. What is meant by "integration" here?  Surfacing the development services inside portlets, or links? CICU and SUNY campuses use a variety of proprietary career development products. The integration should allow for these services to be available via portlets and/or links. The Vendor will have to work with Early Adopters and their campus trainers to identify information for collection, coordinate information collection and design mechanisms to use and upload information/data in a seamless manner.
       
7/2/09 17 Appendix C Paragraph 23: The IIP will collect information from multiple state agency sources. Below is a sample listing of the data elements that may come from those sources. This list is not exhaustive. What does this mean, "collect"?  Is the IIP responsible for actively polling/receiving the content described in these sources and COPYING to the IIP, and presenting/rendering that content in a format specific to the (yet to be defined) design requirements of the IIP? Using the standard interfaces defined in Appendix B the IIP will enable data "pushes" from state entities and other organizations with the vendor providing at least some data conversions. The IIP shall present/render that content appropriately in a format specific to the (yet to be defined) design requirements of the IIP.

Formal Acceptance procedures will be defined after contract award and before final contract acceptance . Formal Acceptance is defined within the RFP as the date on which SUNY and cIcu certify the IIP has been fully implemented, tested and all hardware and software components are fully functioning, and any and all deliverables have been given to SUNY and cIcu, including training and meet the mandatory requirements defined within the RFP. As part of project management, the vendor must provide "Testing and Evaluation including hardware, software, and process test objectives, basic testing strategy, documentation, and review." It is the expectation of SUNY and cIcu that testing and evaluation will be used as part of Formal Acceptance.

What is the maximum potential number that should be allowed for, and if the number of users grows beyond that, requiring additional capacity, how will that be handled? The Vendor must deliver an IIP that can manage the optimal number of Users, which, as part of this RFP, is being defined as a minimum of 500 concurrent users. This number of concurrent users accounts for the SUNY and cIcu campus participation and a percentage of the outside world.

As part of our response, we can offer managed services to address infrastructure that drives down the systems management cost as well as keeping those systems healthy, tuned, patched and upgraded. CICU and SUNY do not currently have an existing hosting site/solution to be used for the RFP.

Or will this be received through a single point of contact or committee? Is there a requirement for the development and design teams to work at a location designated by CICU or SUNY? Proposals must account for how the Vendor will work with Users to acquire design elements and requirements to meet the mandatory requirements of this RFP. There is no requirement to work at a designated location.
